I'm not 100% but... I'm pretty sure you cannot.
Your best bet to make an app purchase without changing it would via 'Patch Android' or 'Disable package manager' Requiresroot - that would be your best bet.
Why not just root Android and alter the hosts file. This can be done without root via ADB commands. Google that sh$t because I most likely won't reply.
